Authors are invited to submit summaries or abstracts of papers describing theoretical advances, applications, case studies, or general knowledge in any of the fields of intelligence, law enforcement, homeland security, or national security with an emphasis in ethics or morality.

 Ethics in the Intelligence Community 2009 encourages authors to focus on the following:

  • Developing an Ethical Framework for Covert Operations: Is It Possible?
  • Developing a Framework to Teach Ethics and Intelligence: Theoretical and Practical Approaches
  • Contrasting and Comparing Legal and Ethical Standards for Domestic and Foreign Intelligence Activities: Why Are There Differences and Do These Differences Matter?
  • Developing a foundation of knowledge for ethical conduct in the intelligence community.                                                                  

Two types of contributions are solicited:
  • Full papers, requiring approximately 30 minutes for presentation.  Papers will be posted in full on the conference website.
  • Panels, suitable for presentation by up to 4 individuals on a common theme.
Abstracts, summaries or outlines should be of sufficient detail and length to permit careful review. Proposals must be submitted no later than OCTOBER 1, 2008. Submissions must be sent in Word or Adobe PDF format via e-mail to conference2009@intelligence-ethics.org.  Authors will be notified of acceptance no later than October 31, 2008. Final manuscripts of accepted papers are to be submitted in WORD or PDF format no later than February 1, 2009. Upon acceptance of a proposal, the author is asked to provide a short biography.
