Local Policing and Intelligence Ethics
Chuck Lifford
A police commander will describe his agency's philosophy toward providing police service in a post 9/11 world and will illustrate the capacity, limitations, and expectations of their inteligence and crime analysis function. Specific ethical dilemmas will be reviewed concerning drug enforcement/interdiction, terrorism preparedness, and violent crime intervention in relation to intelligence practices.
Chuck Lifford has served with the Gastonia Police department for twenty-three years, rising through the ranks to his current position as the Captain of Support Services responsible for Training, Records, Budget Processes, Property and Evidence, Building/Vehicle Maintenance, and Grant Administration. During his career, Captain Lifford has held positions in Patrol, Special Investigations, and the Records and Communication Division. He also served with his agency's special situations team as a Crisis Negotiator. Captain Lifford received his Bachelor of Arts degree from Davidson College in 1983 and obtained a Master of Science in Criminal Justice from the University of North Carolinia at Charlotte in 1994. This past summer he served on the North Carolina Institute of Medicine's Task Force on Ethics and Pandemic Influenza Planning.
